    "description": "The services relate to the Department\u2019s aim to procure the development of a package of best practice guidance for local authorities (LAs) to implement their new legal duty to offer family group decision making (FGDM) to all parents (or those with parental responsibility) of children whose cases have reached the pre-proceedings stage, unless the offer is not in the child\u2019s best interest.
