A Contract Award Notice was subsequently published and following the mandatory standstill period no other supplier submitted a challenge to this procurement which leads us to confirm our belief that at this time,  the required service is bespoke to railway operations and that only LUL have the resources and appropriate competencies available to Network Rail to respond within minutes of an emergency incident occurring.",
