Attempting to pre-emptively incorporate such unknowns into the contract would risk creating vague or unworkable provisions. West Yorkshire funding allocation from 1 April 2026 is not yet confirmed by the Ministry of Justice: It is not possible to fully address the potential impact of such risks upfront in the contract because the funding allocation is determined externally by the Ministry of Justice and is outside the control of both the contracting authority and the supplier. Without confirmed details regarding future funding levels, it is not feasible to define specific contractual commitments or resource allocations beyond the current funding period. Including provisions based on unconfirmed assumptions could result in unrealistic obligations or financial exposure for either party.",
