    "procurementMethodRationale": "Southern Water (SW) are facing significant operational and compliance challenges on small rural wastewater treatment works. The Direct Award contract will focus technology trials on the challenges facing small rural sites. A collaborative \u201cInnovation Hub\u201d is being established between the University of Portsmouth and Southern Water at the University Environmental Technology Field Station (ETFS) on land rented from Southern water at Petersfield Wastewater Treatment Works. This will involve University of Portsmouth staff working on a series of projects to address the small rural site challenge under the guidance of a joint Steering Group, chaired by Southern Water. The Direct Award is an R\u0026D project that falls within an exemption under\u00a0both UCR and PA23 Procurement Law.",
