    "description": "The Council requires condition reports analysing the condition of the M\u0026E services within 32 properties across the Borough.\nThe reports for each building must cover the following mechanical and electrical installations:\n\u2022\tHeating, Ventilation and Air Conditioning (HVAC) systems: This includes boilers, chillers, air handling units, ductwork, fans and filters. \n\u2022\tElectrical systems: This includes switchgear, distribution boards, cables, lighting and emergency lighting systems. \n\u2022\tPlumbing and drainage systems: This includes hot and cold-water supplies, drainage systems, pumps and tanks. \n\u2022\tFire detection and suppression systems: This includes smoke detectors, sprinklers, fire alarms and extinguishers. \n\u2022\tLifts and escalators: This includes all lift installations and escalators in the building. \nThe scope of service for each element should consist of: \n\u2022\tPlant Condition RAG. \n\u2022\tCurrent effectiveness of the plant. \n\u2022\tDate of installation against the CIBSE Guide M tables for typical plant replacement requirements. \n\u2022\tAreas of corrosion. \n\u2022\tAreas of system malfunction. Size of the plant and pipework. \n\u2022\tEvaluate M\u0026E test certificates and highlight any missing compliance documentation. \n\u2022\tPhotographic evidence of defects. \n\u2022\tSummary of required action. \n\u2022\tBudget costs for replacements. \n\u2022\tOption appraisals (where practical). \nWhere available, asset registers, as installed drawings, equipment handbooks, maintenance records and Operation \u0026 Maintenance manuals will be made available to help compile the required outputs, including Life Cycle Cost Analysis. \nTenders are invited from organisations that have the necessary resources, ability, and experience to meet the Council\u0027s requirements. It is anticipated that the contract will start in August 2025.",
