Description
Framework for Scaffolding: Lot 1 Highway Services and Lot 2 Construction Services This Framework will be available for use by Durham County Council and additional Contracting Authorities, where they have entered into a Procurement Service Level Agreement (SLA) with DCC. Including other Organisations and Local / Non-Local Authorities where agreed with Durham County Council. For information regarding SLAs and Access Agreements please contact: procurement.services@durham.gov.uk The Framework period is 2 years, with the options to extend up to 2 x 12 months, from the contract end date. Framework commencement date is 1st March 2026. The opportunity is issued as a multiple Lot contract, Lot 1 Scaffolding for Highway Services, and Lot 2 Scaffolding for Construction Services. Bidding organisations can apply for Lot 1 and / or Lot 2. The Framework does not include any guarantee of any minimum volume works, or any minimum expenditure. It is a condition of this Framework that the successful Provider(s) must pay up to 1% retrospective rebate based on all business transacted via this Framework for the entire duration of the Contract period. Supplier Early Payment Discount It is to be noted that if you opt in to SIP, the % applies for the duration of the framework including any extension

"description": "For this Scaffolding Framework for Lot 1 Highway Services and Lot 2 Construction Services, the Council intends to have a maximum number of 3 contractors as having a place on the framework in ranked order. Any proposed award, direct award or competed call off is subject to the maximum rates applicable as tendered It is to be noted for all call offs it is expected competitive pricing in the open market.\nThe first ranked placed contractor on the framework, following this Invitation to Bid (ITB) will be awarded all calls offs for less than \u00a380,000 which is classified as:\n\u2022\turgent or an emergency requirement - i.e. H\u0026S Implications\n\u2022\tDelivery of a specific project which benefits that can be assessed using the information provided at the point of Framework establishment.\n\u2022\tAn option of an expression of interest whereby no other Contractor is willing/able to deliver the call off contract.\n\u2022\tWhen early contractor engagement is required to develop the specification and scope of works required or to undertake survey\nThe Council reserves the right to make direct awards with the first ranked contractor or undertake a competed call off for less than \u00a380k with all contractors for value for money to be shown or if a project is grant funded and a competitive process is to be proven. The Council will decide on the process for every Call off.\nTime is of the essence and is essential for the undertaking for call of Contracts under this Framework. If the first placed Contractor (following the process above) is unable to supply the goods and services within the agreed timescale for delivery the Council will follow the process below. \nThe second ranked Contractor will be offered the call off Contract. If this Contractor is also unable to undertake the contract the third placed Contractor will be selected in accordance with their ranked position until a Contractor is able to undertake the Works.\nThese direct call offs will be 100% price (with the possibility of essential criteria being added if required for that Call off). Each call off project must not exceed, but maybe less than the \u0027maximum rate\u0027 costs as identified in their original tender proposal. If you have opted in for the supplier incentive payments your % applied on the original framework submission will apply to all call offs.\nThis will be the process for the direct call offs for the duration of this framework including any extensions. If none of the placed Contractors can fulfil the requirements of a direct call off the Council it reserves the right to go outside of this Framework Agreement It is to be noted there may be an occasion to conduct a Scaffolding Works process outside of the Framework where this is of a significant nature or of specialist provision or where it is of the opinion of the Council the requirements cannot be met within the framework or the Council wishes to test value for money.\nFor Call-Offs over \u00a380,001 a Competed Call-Off process will be carried out or where there may be a requirement for example to show value for money, in this situation all placed Contractors on the framework will be invited to take part in this competed call off.\nThe criteria for Competed call offs will be detailed within the documentation issued. Each contractor bid for the call off competitive project must not exceed, but maybe less than the \u0027maximum rate\u0027 costs as identified in their original tender proposal. Any Contractor who submits a bid which exceeds their \u0027maximum rate\u0027 costs will be removed from that competed call off.\nThe competed all off-document award criteria will be deemed appropriate for that specific project. This will include individual weightings, to reflect the requirements, within the further competition documentation which may differ from the weightings used for the appointment on the Framework Agreement. Weightings to be applied to this can be either of the following:\nPrice \t0% -100%\nQuality\t\t0% -100%\nSocial Value \t0% - 10%\nThis can be any percentage, 100% price or a mixture of quality and price or quality, price and social value. KPI\u0027s may be included in any off these calls and rebates will apply.
