    "description": "The NHT survey is a nationally recognised survey that collects the public\u0027s views on different aspects of highway \u0026 transport services provided by local authorities and measures public satisfaction. It is the only national survey of its type. \nThe results of the satisfaction surveys are then analysed and benchmarked against all the other local authority members. The survey has been developed by the NHT and the entire process of data collection, data analysis and benchmarking is undertaken by the NHT. The information is then provided to HCC via their web platform. The raw data is also supplied in Excel format.\nThe postal survey is sent out to a representative sample of random households in Hampshire over the summer months.",

This paragraph requires that:\nThere is an absence of competition for technical reasons - as Building Software Limited is the only provider capable of providing these Services; and\nThere are no reasonable alternatives - this form of national survey is the only one of its type and used by the majority of local highway authorities, therefore allowing benchmarking against other local highway authorities.",
