      "features": "Stage One Selection Stage\nStage One will be open to all interested suppliers.\nSuppliers will be assessed against the published selection criteria as set out in this procurement document. The selection criteria will be evaluated in accordance with the stated scoring methodology.\nFollowing evaluation, the GMC intends to shortlist up to five (5) suppliers to progress to Stage Two.\nIf two or more suppliers are tied on score at the shortlist threshold, the GMC reserves the right to increase the number of suppliers progressing to \nStage Two.\nOnly shortlisted suppliers will be invited to participate in Stage Two.\nStage Two \u2013 Initial Tender Stage\nShortlisted suppliers will be issued with an Invitation to Tender (ITT).\nSuppliers will be required to submit a tender addressing the published award criteria, which will include:\nQuality\nCommercial proposal\nSocial value\nAn Information Security Questionnaire \nTenders will be evaluated in accordance with the published award criteria and weightings outlined in the Invitation to Tender (ITT) document.\nFollowing evaluation, the GMC intends to shortlist up to three (3) suppliers to progress to Stage Three.\nWhere there is a tie at the cut-off point, the GMC may increase the number of suppliers progressing. \nStage Three \u2013 Clarification and Negotiation Stage\nShortlisted suppliers may be invited to attend a structured clarification interview conducted via MS Teams.\nThe interview will consist of a 45-minute question-and-answer session. The discussion may cover the following areas (as set out in the Invitation to Tender (ITT)):\nQuality proposals\nKey Performance Indicators (KPIs)\nImplementation approach\nPrice\nSocial value commitments\nTerms and Conditions \nThe GMC may enter negotiations with bidders in these areas.\nAll negotiations will be conducted in accordance with the principles of:\nEqual treatment\nTransparency\nProportionality\nIntegrity\nThe GMC will not disclose confidential information of one bidder to another and will ensure that negotiations do not distort competition.\nFollowing the conclusion of clarifications and any negotiation re-evaluation will be undertaken strictly in accordance with the published award criteria.\nThe contract will be awarded to the supplier submitting the Most Advantageous Tender (MAT)."
