"procurementMethodRationale": "The original Delivery Partner contract was awarded in 2023 through tender and went to the open market. Only one bid was received, which was the consortium bid from the University of Sheffield and Ricardo. \nThe Sustainable Aviation Fuel Clearing Houses market is a niche area of expertise. Since the Clearing House was launched in 2023, we have not become aware of any other institutions/companies entering this niche market or showing interest in running the Clearing House. \nThis direct award would allow for business continuity and would be more efficient for getting Clearing House operations back up and running, thereby reducing the impact on the SAF industry. \nThis is likely to be a one-off requirement for the spending review period, as we anticipate that other institutions, organisations and/or companies may begin to increase capability in SAF testing in the coming years as the market will have developed, thereby providing competition in future years for delivery of the Clearing House.",
