    "description": "Contract for the Provision of Security Services. The successful Supplier awarded the Contract will be responsible for providing the service for Derby City Council and Derby Homes.\nThe service will deliver a comprehensive security provision that identifies and mitigates all potential risks, ensuring the protection of people, property, and assets while safeguarding the interests of the Council. It will adopt a proactive, customer-focused approach, with security staff treating customers, visitors, and colleagues with dignity and respect at all times. The contract will provide a cost-effective, value-for-money solution that fully meets the Council\u0027s operational and financial requirements. All security staff will be directly employed by the service provider, with no sub-contracting permitted other than for the installation and removal of CCTV. In addition, the contractor will maintain a local operational office to ensure effective management, responsiveness, and continuity of service.\nThe procurement will be run under the Competitive Flexible Procedure. This will consist of two (2) stages:\nStage 1 - Invitation to Participate\nThis will be the PSQ stage that suppliers complete to be set up on the Central Digital Platform such as their economic and financial standing and their technical/ professional ability. The Council will also ask scored and weighted questions to arrive at a shortlist of a maximum of the five highest scoring suppliers to take to Stage 2. \nStage 2 - Invitation to Submit Final Tenders\nSuppliers successful from Stage 1 will be invited to submit their tenders which will consist of their pricing, quality and social value methodologies.\nLocal Government Reorganisation (LGR) is underway in several areas across the country and may result in changes to council structures, service delivery and responsibilities, and geographical coverage during the life of the contract. For this contract it is anticipated that the effects of LGR may lead to an increased service demand or the need to extend provision to new areas or client groups. Therefore, the total contract value may rise to \u00a310,504,120.29 (Excluding VAT) \u00a312,604,944.36 (Including VAT). These figures are estimations and due to only being in the early stages of the process the Council cannot give any commitment on these figures but would like to build scope into the Contract should the need arise.\nIf Suppliers are successful and invited to Stage 2, they will be required to demonstrate how the additional requirements could be accommodated and to provide indicative pricing for potential future increases in provision.
