    "description": "Derbyshire Dales District Council (\u0027the Council\u0027) has secured \u0027Warm Homes: Local\nGrant\u0027 (WH:LG) funding from the Department of Energy Security and Net Zero\n(DESNZ) through the Midlands Net Zero Hub (MNZH) consortia to improve the\nenergy efficiency of a number of privately owned domestic properties by the end of\nMarch 2028 (with the ability to extend into 2030 if further funding is approved).\nFollowing a re-opening of competition under The Nottingham City Council\u0027s, Energy\nEfficient Retrofit Installers, Dynamic Purchasing System (CPU 7220), Category 7\nWhole House Retrofit, the Council have awarded a contract for a main contractor to\ncarry out a programme of whole-house retrofits using a fabric first approach to\ninstall energy efficiency measures and/or low carbon heating measures (excluding\nfossil fuels) to improve the Standard Assessment Procedure score (SAP) of a\nnumber (target of 48 until March 2028) domestic properties located within the\nDistrict.\nThe scope includes the following essential elements:\n\u2022 Retrofit Assessments and Technical Surveys by appropriately qualified person,\nprovide evidence of site assessment and documents needed for batching\n(RdSAP10, IOE, profile, quote and signed customer approval of proposal)\n\u2022 Install approved measures to PAS2035:2023 standards and provide certificates of\nMCS, Quality Mark, materials and workmanship certificates, insurance backed\nguarantees, TrustMark certificate, IAA guarantees and pulse/air pressure testing\nwhere required)\n\u2022 Post EPC assessment and certificate provided along with post install photo\nevidence\n\u2022 Measures all TrustMark lodged within deadlines\nThe contract has been awarded for an initial value of \u00a31,130,000 to cover the Warm\nHomes: Local Grant installations, which must be completed by 31st March 2028\nand reporting finalised by 28th April 2028.\nSubject to the Contractor\u0027s satisfactory performance, and the Council successfully\nbeing awarded further funding, the Council may at its unfettered discretion extend\nthe contract to deliver further installations under future energy efficiency schemes\nup to the end of March 2030 (or scheme specific deadlines if WH:LG is extended,\nrenamed, rebranded or launched under a difference guise from the government).",
