      "features": "The contract is to be procured under a Competitive Flexible Process and will be subject to light touch regulation under the Procurement Act 2023.\nFor those bidders that meet the Conditions of Participation, there will be a 2 stage award process.\nStage 1 will comprise of a written submission in response to various Quality, Value for Money and Method Statement questions. The responses to each question will be scored (0 \u2013 5)  by a panel of assessors taken from both Sefton Council and Cheshire and Merseyside Integrated Care Board. A moderation process will take place to determine an agreed score for each submission.\nUp to a maximum of three bidders submitting the highest scoring bids will then be taken through to Stage 2 of the award process subject to those bidders being able to promote their bid to a successful position with the marks remaining for Stage 2 of the award process\nStage 2 of the process will comprise of a presentation of a maximum of 30 minutes duration followed by a question and answer session on the information presented.\nPresentations must be made face to face and will take place on 27th June 2025 at Bootle Town Hall Oriel Road, Bootle, L20 7AE\nBidders must ensure that they will be able to attend this event in person. If they are unable to attend they will receive a score of zero (0) for this element of the evaluation.\nThe information delivered in the presentation and subsequent question and answer session will be evaluated by a panel taken from both Sefton Council and Cheshire and Merseyside Integrated Care Board and a selection of Sefton residents who access the current services.\nThe bidders invited to make a presentation will be scored (0 \u2013 5) based on the content of their presentation and responses to subsequent questions\nA moderation process will take place to determine an agreed score.\nThe score from the presentation and responses to subsequent questions will be added to the overall Tender response scores to determine the preferred bidder for the contract.\nFor the avoidance of doubt, only those bidders invited to make a presentation, will be considered for the award of the contract."

We need the ability to respond by expanding the contract.\n2.\tPossible changes to legislation or policy.\n3.\tThe use of Artificial Intelligence will require clear oversight and governance of any use and possible amendments to contractual terms.\n4.\tPossible divergence of requirements of the collaborating parties to the agreement which may require either changes to the agreement or possible withdrawal of one or more of the partners.",
