For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 28th November 2024 (8 working days following the publication of intention to award notice). This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.\nRepresentations should be sent to kelly.kerr@towerhamlets.gov.uk\nThe award decision makers are Viknesh Akilan (Public Health Programme Manager - Middle Age and Older People for London Borough of Tower Hamlets) and Joanne Ferry (Public Health Programme Lead for London Borough of Tower Hamlets).\nThere were no declared conflicts or potential conflicts of interest\nThe following key criteria were assessed:\n1 Quality and Innovation - 1. Providers must be able to demonstrate that the tier 2 weight management proposed interventions meets the quality requirements and other essential features as per NICE Guidelines: \"A guide to Delivering and Commissioning Tier 2 Adult Weight Management Services\" that include the core components for effective weight loss. 2. Any delivery intervention should be able to meet the local needs of Tower Hamlets population utilising existing understanding of delivering tier 2 adult weight management services as per NICE Guidance. 3. Any service should be able to meet the Department of Health\u0027s best practice guidance, with at least 60% of participants likely to complete and are likely to lead to an average weight loss of at least 3%, with at least 30% of participants losing at least 5% of their initial weight.\n2 - Value - 1. Cost-effectiveness of the proposed intervention including comparison of costs to other similar programmes in London. 2\n3 - Integration, collaboration and service sustainability - 1. Collaboration with local GPs, primary care networks and other statutory health and wellbeing services that are commissioned by the council. Providing accessible weight management services to targeted groups will contribute to achieving the outcome of Priority 5 (invest in public services) under the Council\u2019s Strategic Plan 2022-2026 to improving residents\u2019 health, wellbeing and quality of life. It is also aligned with the Tower Hamlets Health and Wellbeing Strategy 2021-2025, supporting people to live healthy lives and get support early if they need to it.\n4 - Improving access, reducing health inequalities and facilitating choice - 1. Ensuring that patients have choice in respect to their health care in terms of service delivery. 2. Services are accessible to all groups including those underserved groups\n5 - Social Value - 1. Any provider should seek to improve the economic, social and environmental wellbeing of the area where possible.\nThe existing Provider has demonstrated good performance in all these areas"
