"description": "There are 2 lots on this framework as follows: \nLot 1 - Text\nLot 2 - Interpretation\nThe evaluation of each lot involved a three envelope process, (Qualification, Technical and Commercial) using the eTenderWales procurement portal.\nBidders\u2019 responses to the qualification questions were assessed on a PASS/FAIL basis.\nOnly those bidders that met the minimum standards of the qualification envelope proceeded to the technical envelope evaluation.\nThe tender was evaluated 30% on Quality and 70% on Price. \nFor Lot 1, price was evaluated through bidders entering their translation price per 1000 words. \nFor Lot 2, price was evaluated through bidders entering their hourly rate for interpretation services.\nThere are two options for awarding work under the framework at the Council\u0027s discretion as follows:\n1. The supplier with the highest ranked score will be contacted first and if they are unable to deliver the service for any reason, then the second ranked supplier shall be contacted and so forth.\n2. For larger projects, the Council may contact all of the suppliers on a particular lot and request quotes. The work will then be allocated to the supplier that submits the best quote in terms of meeting the requirement and the price.",
