        "description": "The Basingstoke Canal Authority (BCA) (a local Council partnership hosted by Hampshire County Council) (HCC) manages the Basingstoke Canal for HCC and Surrey County Council (SCC) - the owners of the waterway since 1976. The Canal was restored by Countryside Rangers, Canal Society Volunteers and Manpower Services Commission Job Creation workers. They rebuilt the lock gates in a converted workshop using timber supplied by SCC.\nThe BCA was formed in 1990 to manage the restored waterway and initially continued to build the lock gates themselves \"in house\". In the mid-1990s changes in staffing and the cessation of the \"job creation\" Apprentices\u0027 Scheme led to lock gates being procured externally from specialist suppliers.\nSince 2016 lock gates have been procured through a multi-supplier framework of oak specialist joiners. Historically, the gates have been delivered to the Canal by the supplier but are moved to site and installed by the Canal Authority staff.\nHampshire County Council (the Authority), on behalf of the BCA, intends to establish a multi-supplier framework for the provision of manufacture, delivery and installation of lock gates for Basingstoke Canal, including supporting measurement services.",
