Description

NHS Midlands and Lancashire Commissioning Support Unit (MLCSU) has been acting as an agent on behalf of NHS Lancashire & South Cumbria Integrated Care Board (ICB) who were looking to undertake a Competitive Process for the provision of the Integrated Urgent Care (IUC) in West Lancashire. The Authority is committed to the provision of a high quality Integrated Urgent Care Service which shall include: • Co-located Urgent Treatment Centre (UTC) • Walk in Centre (WIC) • Deep Vein Thrombosis (DVT) services • Clinical Assessment Service (CAS) These services being procured are integrated with the other strands of 24/7 urgent and emergency care which meets the values, rights, obligations and expectations of patients as set out in the NHS Constitution. The total maximum value of this one contract was £3,814,955 per annum. Therefore, the total maximum value of the five-year contract was £19,074,775.

Lot Description: This notice is for an intention to award a contract, for West Lancashire Integrated Care Services, under a competitive process. Integrated Urgent Care Services will be provided to individuals who are, or believe themselves to be, acutely ill with a condition that requires urgent attention, such that their immediate care needs cannot safely be deferred until the next day or to the end of the out of hours period. It is required to be sustainable, based on a service model that is clinically and commercially robust that can attract and retain suitably qualified competent practitioners and integrate with other services. This provision includes the treatment of minor illnesses and injuries at Ormskirk Urgent Treatment Centre (UTC) and Skelmersdale Walk in Centre (WIC), located within the West Lancashire area. The proposed new contract covers the West Lancashire locality within the Authority's area. The ICB is committed to providing stability to the sector and a model of services is being proposed, which intends to procure services for 3 years, with an option to extend for a further 2 years. The contract is intended to start on 1st July 2026. Contract Start Date: 1st July 2026 Contract End Date: 30th June 2031 The process was a competitive tendering process which was ran in line with the competitive tendering principles set out in the Provider Selection Regime (PSR) Regulations which support transparent, proportionate and fair decision making, in addition to the 5 key criteria which underpin the Regime of (i) quality and innovation; (ii) value; (iii) integration, collaboration and service sustainability, (iv) improving access, reducing health inequalities and facilitating choice; and (v) social value. 1 bidder has been selected as the highest overall scoring bidder and has been recommended as a successful bidder. This contract will be for an existing service. This contract will be with the existing provider, HCRG Care Services Ltd. The ITT was live on 17th October 2025 on the Atamis Portal. The deadline for submission was 28th November 2025 12:00pm mid day. The project reference in Atamis for this procurement was C386883 'West Lancashire Integrated Urgent Care (NHS Lancashire & South Cumbria ICB)'. The questionnaires were located within the requirements. The contract award criteria was specified in the procurement documents which included the agreed relative importance of key criteria, which bids were evaluated against. Additional information: This process was a competitive process, in accordance with regulation 11 of the provider selection regime 2023 for the award of a contract with a competition. This ITT was made available to all Bidders who have expressed a potential interest in delivering this service in line with the requirements which fall under Regulation 11 for the award of a contract with a competition, and Schedule 1 of the Health Care Services (Provider Selection Regime) Regulations 2023.
