Lot Description: The City of Edinburgh Council is looking for a supplier to deliver a service for out of hours accommodation and care for those undertaking the Lothians and Edinburgh Abstinence Programme (LEAP) quasi-residential rehabilitation programme. A Prior Information Notice (PIN) was previously released to seek market engagement to test capacity and capability to help develop our procurement strategy, and obtain Expressions of Interest from organisations who would potentially bid for some or all of the requirement to extend the accommodation provided. Only one supplier was able to deliver the service. Background LEAP is a treatment and rehabilitation programme for those dependent on alcohol and other drugs (including opiates, stimulants, cannabis, tranquillisers etc.) and usually lasts 3 months or longer. It is suitable for those who want to achieve a substance-free recovery. The programme is part of the services provided by the Addiction Treatment & Recovery Care Directorate NHS and is currently delivered in partnership with the City of Edinburgh Council, with third sector partner agencies, Alcohol and Drug Partnership across the NHS Lothian Board Area.
