    "procurementMethodRationale": "This Modification provides for additional services under the existing contract, which were not included in the original procurement (under PCR 2015) but have become necessary due to operational requirements. the purpose of the extension of the current agreement until august 2027 is to provide sufficient time for the UHB and its advisors to undertake an effective negotiation on post PFI options and allow the UHB to be in the best position to maximise value.\nConsidering the contract was let under the PCR 2015, The Health Board anticipate to seek to rely on regulation 72 (1) (b) here.\n72.1 Contracts and framework agreements may be modified without a new procurement procedure in accordance with this part in any of the following cases: -\n(b) for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor - \n(i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement\n(ii) would cause significant inconvenience or substantial duplication of costs for the contracting authority, provided that any increase in price does not exceed 50% of the value of the original contract.",
