The Commissioner has declared a conflict of interest but the Procurement Manager has judged this as mitigated due to the length of time passed.\nCommissioners carefully evaluated the relative importance of each of the key criteria to ensure a balanced and effective decision-making process. It was determined that all the criteria should be given equal weight, reflecting the necessity of a holistic approach to service delivery. This approach ensures that no single criterion is disproportionately emphasised at the expense of others, ensuring a well-rounded and comprehensive service offer that meets diverse needs.\nThe decision to assign equal weighting was decided by the recognition that each criterion plays a critical role in shaping the overall effectiveness and impact of the service. Prioritising one over another could compromise the quality, accessibility, or sustainability of the service.
