    "description": "The purpose of this service is to provide safe, suitable, and immediately available emergency accommodation for individuals, couples or households who require urgent placement due to homelessness, crisis, or risk of harm. The service will operate on a spot-purchase basis, enabling the Authority to secure accommodation flexibly and at short notice.\nThe Local Authority is running an Open Invitation to Tender under the Procurement Act 2023. The Authority reserves the right to deviate from the formalities of the open procedure given the flexibilities permitted by Regulation 9 of the Procurement Act 2023 in the conduct of procurements for \"wholly or mainly for the supply of services of a kind specified in regulations under subsection (2)\", otherwise referred to as \"Light Touch Regime\" procurement.\nDue to the nature of the service, The Authority is looking to enter into a number of spot-purchase contracts with accommodation providers, up to a total maximum value of \u00a35 million (\u00a35,000,000) across all providers, over a six-year contract period (4+1+1).\nPreliminary market engagement has not been carried out due to the high risk of a critical service failure if the procurement does not progress within the required timeframe.",

          "weightingDescription": "Quality Criteria - 100%\nEvaluation and moderation of quality questions. A minimum quality threshold of 30% applies, therefore Bidders must score at least 18 marks out of a possible 60 marks in order to be awarded a  spot-purchase contract. \nCost Criteria - 100% \nBidders are required to provide the minimum and maximum cost per night for the various accommodation types. Each accommodation type will then be scored based on the maximum cost per night, with the lowest maximum cost receiving the highest weighted score. The remainder of the bid submissions will be weighted (at 100%) against the highest scoring bidder. This will produce a cost-based ranking system, broken down by accommodation type, that will determine the order in which the Authority contacts providers to source emergency temporary accommodation."
