Urgent financial matters had arisen, which required immediate support.  The corporation was not be able to set a balanced budget for next year as required by law.  STDC finances are extremely complex involving unique agreements with the private sector.   A decision was taken to bring in a supernumerary senior finance individual who was sufficiently experienced in both public and private sector accounting.  Individuals of this calibre are extremely hard to recruit on short notice .",
