Engaging an alternative provider would introduce significant technical, clinical, and programme risk, including extended shutdown periods, system incompatibility, and potential non-compliance with HTM 03-01 requirements. For these reasons, no reasonable alternative supplier can deliver the required scope without material disruption to SSD operations.",
